Nystrom/Houge - approved the scheduled drill and future unscheduled drills and delegated the time of unscheduled ones to the Emergency Mgmt officer.

Thiede/Trusty - moved to open public hearing at 9:30 a.m.; recommended 3 options:

Trusty/Thiede - closed Public Hearing at 9:50 a.m.

County Administrator announced that Tami Laska, HR Director was selected as the Outstanding Human Resource Professional of the year by the MN Counties Human Resource Mgmt Association.

10.  County Attorney

 

10.1. Appeal March 31, 2009 Decision of Judge Maturi in Contempt Action

Thiede/Trusty - authorize to reaffirm previous action and allow County Attorney move forward with appeal.

11County Sheriff

 

       11.1. JAG Program Grant

Thiede/Houge - to approve with the correction in Section 2 to the program name.

       11.2. COPS Hiring Recovery

            Program

Nystrom/Trusty - approved to apply for grant to retain two sworn officers (at current budgetary level ) with the funds to pay 3 years of salary and the County paying the 4th year and further Neal Gaalswyk is authorized to sign the grant.

12.  County Administrator

 

12.1. Senior Management Team Report

Report given by County Administrator. Schedule a Jt. Cass/Crow Wing County meeting with the following Optional dates: 5/4 @1:00 p.m.; 5/7 @ 1:00 p.m.; or 5/19 @ 1:00 p.m.

13.  Approval of Sale of General Obligation Capital Improvement Bonds, Series 2009 A

Thiede/Houge- adopted  a resolution providing for the sale of $3,360,000 General Obligation bonds, Series 2009A. Bruce Kimmel of Ehlers & Associates presented the bid tabulation and congratulated the County on their new credit rating from Standard & Poors of AA.
