| There are two types of handgun permits that are processed and issued by the Sheriff's Office: Permit to Carry a Handgun and Permit to Purchase a Handgun in Public. Both of these permits must be received in person. The Sheriff's Office cannot accept applications through the mail.
General Information:
Some people can recall the debates going on during the Minnesota Legislative Sessions in 2001, 2003, and 2005 over the Permit to Carry law. These years were spent trying to change Minnesota from a "may issue" state to a "shall issue" state. Below is a summarized timeline of events behind the Permit to Carry law. April 2003 |
The Senate and House of Representatives passed the amendment of the DNR technical bill changing the language from "may issue" to "shall issue" and this bill was signed by the governor and placed into law. |

| July 2004 |
Ramsey County District Judge Finley ruled that the 2003 changes were unconstitutional (Minnesota's Constitution requires that bills deal with a single subject and the judge rules that by the amendment of the language to a DNR bill, the law violated that requirement). |

| January 2005 |
On January 13, 2005 the Minnesota Court of Appeals heard arguments on the Ramsey County court decision. |

| April 2005 |
On April 12, 2005 the Minnesota Court of Appeals upheld the lower court's decision, thereby striking down the Minnesota Citizens' Personal Protection Act of 2003. |

| May 2005 |
Several bills were introduced in the 2005 Session to address the court decisions regarding the Minnesota Citizens' Protection Act of 2003. On May 24, 2005 Governor Pawlenty signed into law the reenactment of the Minnesota Citizens' Protection Act of 2003 without interruption and with certain modifications to recognize the right of law abiding citizens to self protection. |
